Modifying to use 1 full gallon of water and to account for (some) evaporation during boiling. If 1.5 gal/hour lost to evaporation, then batch size would be 0.625 gal. That seems excessive, but I will attempt to measure when transferring to primary. The increase in water will also affect the expected ABV, but evap should bring it back up a little. Increase hops to get the IBU back up above 11. I don't see any reason to increase the amount of yeast, but I suppose it wouldn't hurt to put in a pinch more.
Increasing the DME by 0.5 lbs. 1 lb produces a 5% abv beer. Let's have a little more fun than that! 1.5 lbs makes for 7.7%
