Modifying to use 1 full gallon of water and to account for (some) evaporation during boiling. If 1.5 gal/hour lost to evaporation, then batch size would be 0.625 gal. That seems excessive, but I will attempt to measure when transferring to primary. The increase in water will also affect the expected ABV, but evap should bring it back up a little. What Styles Are These Recipes?

It's not uncommon for a homebrewer to craft a homebrew recipe that does not satisfy the specific guidelines of the BJCP style guidelines. For example, a homebrewer might make an IPA recipe and decide they want it to be more bitter or darker than the defined style.

There are plenty of great homebrew recipes that fall into this category and they should not be overlooked.
